- Preheat oven to 400°.
- To make the wet rub combine all the spices in a small bowl, then add the oil and stir.
- Use paper towels to pat the chicken as dry as possible. To apply the rub, first gently lift the skin away from the chicken and place some rub between the chicken and the skin. When you are done, rub the remaining mixture on the outside of the leg quarter.
- Place the leg quarters on a baking sheet, then scatter the potatoes and carrots around them.
- Roast for about 40 minutes, until the internal temperature of the chicken reaches 165°.
