- Cut the lemons in halves and put in a large pan of boiling salted water.
- Add the shrimp and cook for 3 minutes until they are just cooked. Do not cover.
- Remove shrimp and transfer to a bowl with cool water.
- When cooled, deshell and devein. Refrigerate.
- Make the cocktail sauce. Combine ketchup, chili sauce, horseradish, lemon juice, hot chili sauce and Worcestershire sauce.
- Spoon the sauce into small clear glasses and place 2 shrimp into each. Garnish with chive sprigs.
